Lowering the Flag
Reveals the use of Flags of Convenience by illegal 'pirate' fishing operators to hide their illegal activities. It also highlights the role of states such as Panama and Liberia, who profit from the pirate fishing fleets flying their flag. Fleets which are devastating not only the marine environment, but the livelihoods of some of the poorest coastal communities on earth.
This report, in collaboration with the Foundation for International Law and Development (FIELD) and Kalipso, was published to coincide with the 5th Annual Forum on Illegal, Unreported and Unregulated (IUU) Fishing at Chatham House.
