Lowering the Flag - Ending the use of Flags of Convenience by pirate fishing vessels

New petitionEJF's new report 'Lowering the Flag' exposes the exploitation of Flags of Convenience (FoC) by IUU fishing operations. Some nations operate 'open registries' that essentially sell their flag to foreign-owned fishing vessels, allowing illegal operators to reduce operating costs and avoid prosecution, as well as hide the beneficial owners.

The use of FoC by both fishing and support vessels (reefers) is highlighted by the report, which also features an economic assessment showing that FoC States accrue tiny amounts of revenue when compared to the billions lost each year to IUU fishing. 'Lowering the Flag' provides recommendations towards an end to the granting of FoC to fishing and support vessels as crucial to international efforts to combat IUU fishing.
